The individual (or the only one whose details are know to the Police) is one Scott Pooler - below are quotes from the local Press -

Scott Pooler, 34, from Gibbs House, Gibbs Road, Lye pleaded guilty to one charge of theft. He was sentenced to six months to run concurrently with an existing four year sentence for burglary. He committed the theft while on licence from prison after being released in July for a separate crime.
Below, CCTV footage of that well know duo, Scumbag and Slag!
Chairman of the bench Susan Ridley said: “This was quite a disgusting and despicable offence.”Prosecutor Mr Mark Cooper said the chain and the crucifixes were stolen to be sold for scrap metal. The chain was found in a roadside drain after being dumped because it was too readily identifable
The engraved glass chain of office, celebrating the area’s glassmaking heritage, was presented to the priest by the outgoing chairman of the former Amblecote Urban District Council when it was dissolved in 1966. Below, Mayoral chain.
Offender Scott Pooler, aged 34, from Gibbs Road, Lye, carried out the raid just three days after his release on licence from prison. At Dudley Magistrates Court last Friday (July 30) he was given a six-month jail term to run concurrently with a four-year sentence he is already serving for burglary. The court heard the stolen chain - which belonged to the old Amblecote Urban District Council - was later recovered from a drain. However the crucifixes, which were over 100 years old, had been sold for just £17. They were later recovered from a scrap dealer - but were in pieces. Below, crucifix.
Prosecutor Mark Cooper said: “This was a particularly low and despicable theft, the monetary value could not replace the crucifixes.”
Sunil Jagatia, defending, said Pooler had found it difficult to settle into normal life outside prison after being released and had gone back to using heroin. Pooler also accepted he had a lengthy criminal record and was on licence from Blakenhurst Prison when he raided the church on Sunday July 18.

What a pair of fucking scumbags!
The Gibbs Lane 'facility' in Lye is a known 'den of iniquity'. It is known locally as 'The Ponderosa', because of the ranch-style fencing that it has or used to have. It is a half-way house for people that have geniune problems of re-settling in to life after prison or divorce or fleeing domestic violence to name but a few issues. The darker side is that there are some people that do not have a conscience and do not care what the effects of their activities on the local community. If such a 'facility' was erected in the middle of Hagley or Wollaston the Police would pay a bit more attention IMO. A vast amount of petty crime is carried out locally all year round by the eclectic and ever-changing clientale of this 'Shawshank' of the West Midlands. The Police really ought to have a full-time unit based there, after all, they do have ample catering facilities so there should'nt be any shortage of volunteers!
Pooler, who would appear to be as thick as one of the nearby gravestones and posess the attention span of a Goldfish was caught very quickly, no doubt due to the CCTV images and not the local Police putting 2+2 together and coming up with....... let's say more than 4.
As for his slag of an assistant, why has this despicable creature not been named? Do we not have a right to know who this might be?
More importantly - who the fuck bought the scrap crucifix? You can't tell me that some dodgy dealers (there are plenty about and you know who you fucking are) did not suspect something was amiss? Granted they, generally speaking, are not the brightest of Gods creatures or did they ring the Police? If not, they should be arrested, prosecuted and crushed with one of their own machines.
It is a pity that the crucifix was cut up, as below is a modified version that would get Pooler used to life back in 'Clinky' when the lights go out at 10pm 'when the big hand touches the little hand' and you really found out what your arse can be used for........
The Mayoral chain of office was given when Ambelcote UDC was dissolved back back in 1996. Below is how StourbridgeRantBoy would like to see Scott Pooler dissolved, in 2010, in a bath of acid.....
RIP the decent society that i used to live in.........
So, for all that, this pondlife got 6 months to run concurrently - big deal - i would suggest a little bible-reading lesson of my own from a local 'enforcer'
